Section 1 - Executive Summary

The Retail Market Design Service (RMDS) is the "ringfenced" function within ESB Networks responsible for all aspects of the retail electricity market design on behalf of the Commission for Energy Regulation.

RMDS is required to submit an annual plan and expenditure to the Commission for approval. From 2007 onwards, this comes within the price review process.

The expenditures projected for 2007 include retail market assurance of changes to the retail market design arising from the Single Electricity Market.

They also provide for process improvement within the existing processes to minimise impact on market participants plus the completion of the interactive portions of the RMDS customer website.
